Garrett, 20, was pulled over Saturday just after 3 a.m. on East 18th Avenue, near Hilyard Street. He was cited for failure to obey a traffic control device, making an improper right turn, driving with a suspended license, driving uninsured and failure to carry registration. He was lodged in the Lane County Jail, and released later in the day. The silver 2005 Pontiac Grand Am he was driving was impounded.
